Decades ago, I worked with a woman who had it all going on, including what used to be called a "splendid figure".
The first time I met her was at an orientation meeting in January when she was wearing an oversized heavy sweater and jeans. This was a northern January.
After that, seven days a week, she picked from an assortment of shifts. Absolutely shapeless. They were even cut so that the hem was horizontal. A hem which is pushed up some inches in front is suggestive all by itself. So these outfits would have had the front hem a good bit lower than the back of the dress when on a hanger.
She had taken very good care to minimize the visual impact of her figure in order to get through the day with less hassle than otherwise.
I never saw whether she threw caution to the winds on a hot date or something, but she seems to have been determined to take control, to what extent she could, of her appearance and that for a particular purpose. Reduced hassle, reduced numbers of hopefuls approaching her, even possible assaults.
Point is, it is nuts to presume a good looking woman doesn't think about what of her body she is presenting to public gaze either directly or suggesting by fit.
Years ago, Christina Hoff Summers recounted that a woman had come to her office to talk about a class and, when she arrived, announced she had been subject to a mini-rape. She was wearing a very short skirt--this was some time ago--with white stockings for the salacious nurse thing that was popular now and then. Some guy had commented that she had nice legs.
A thought experiment is imagining her crossing campus and arriving at the office absolutely convinced that nobody had spent as much as a nano second looking at her legs.
IOW, when it comes to women dressing, there's that thing which goes something something something...and don't tell me it's raining.
This does not excuse any malefactor, of course, but it does explain why said malefactor might have decided to act then and not some other time.

She flubs and stutters so much she reminds me of Marion Lorne in her role as Aunt Clara on Bewitched.

It's only sexual harassment if he works in the mail room. If he works in the executive suite it is elegant repartee.
