Because the insurance companies gave a price for flood insurance and the people living in flood zones said "that costs way too much, but we won't move." So, the government subsidized the flood insurance.
Or, if the weather's good where you are, take a moment to remember that Barry White was underrated.
(PS-- I'm only 40% convinced that melody is actually Barry White... Research continues. But Barry White is in fact underrated.)
(That's a nice synth line. Right? Totally. The 1970's had some good moments as arrangers were figuring out what to do with that weird little box, especially in the context of get-laid-tonight music.)

State governments bear some of the responsibility too... the restrictions that nearly every state has against buying policies across state lines makes it more difficult for insurers to pool risks across geographic areas. It creates too much exposure to a localized natural disaster.
