So, after it comes out the police hid evidence, the woman lied, and the case was dismissed with prejudice, the cops are still referring to to woman who lied as a victim

Absolutely it's a publicity stunt. Moore is experienced in publicity stunts.
Here's where things stand. Alabama law requires an automatic recount if the margin of victory is less than 0.5%. Currently Jones' margin of victory is 21,000 votes, or about 1.4% To get down to 0.5%, the margin has to be less than 7,000 votes. Moore needs to gain 14,000 votes to get to that number.
Ballots remaining to be counted include provisional ballots, and ballots from overseas service members and their families. I'm guesstimating the latter as being, on the high end, about 7,000. If 2,000 provisional ballots were cast (about the number from the last Presidential election IIRC), and every one of them is allowed, then the number of outstanding votes is 9,000. Even if Moore were to receive every one of these votes, that still leaves him 5,000 short of the automatic-recount threshold.
Moore can request a recount. But in order to do so, he has to put up a sizable bond, which is forfeit if the recount fails to overturn the election result. I doubt that he can raise the money for that. Barring a recount, then by state law, the Secretary of State must certify the election result no later the January 5. Jones can be inaugurated immediately after that.
