When is skim milk coming out of a cow defined to be imitation milk? when the government demands you add vitamin A or it can't be real.

More of my continuing series on government run by morons is bad, mkay? In this case, Los Angeles is putting $35 million plastic balls on a reservoir to cut evaporation and save water.
Sounds good, right? experts disagree on which color to use, but agreed that the city's choice doesn't make any sense.
I R A Darth Aggie at August 21, 2015 7:24 AM
IRA Darth Aggie; here's the real reason for those black balls:
"Dennis Santiago, a risk analyst for Torrance-based Total Bank Solutions, suspects the real goal for the black-ball cover is to avoid steep Environmental Protection Agency fines."
The EPA is requiring open-air reservoirs to be covered. That is what this is really about - not "evaporation."
There is also this:
". . . the color is a result of pure black carbon being added to the high density polyethylene plastic to take in ultra-violet rays and subsequently stop sunlight from penetrating the plastic. Any other color would have required dyes, said Rodriguez, which could have then leached into the water while the carbon black does not."
Just more nonsense created by government regulations run amok.

Apparently, engaging in slut shaming is OK if the victim skewers one of feminisms scared cows.

Charles, there's a shock the EPA is doing another stupid thing. I wonder how much of a fine they'll assess to LA if this prediction - one that seems reasonable - comes to fruition?
I R A Darth Aggie at August 21, 2015 9:44 AM
IRA Darth Aggie; OMG! I didn't even think of that!
Yep, there WILL be fines when the water shows signs of "unacceptable" levels of bacteria.
Kind of makes me wonder if that isn't the EPA's game plan anyway?
"Laws by unelected officials" is to blame for a lot of the government run amok. Since the EPA, like all other federal agencies, is staffed by unelected bureaucrats who write "regulations" (regulations often carry the same weight as a law written by congress) they are NOT held accountable to the voters.
I'd like to see some sort of requirement that ALL regulations be approved by congress - and in a very transparent way - so we can see which congress critter approved or didn't approve which regulation. I'd like to vote the jerk out. But, as the system exists now, a lot of congress' responsibility of writing laws is now in the hands of bureaucrats. Bureaucrats that we cannot vote out of office.
Of course, I won't hold my breath waiting for congress to take action to approve all regulations. They benefit from the current messed up system. They get to take credit when something goes right; yet, pass the blame to faceless bureaucrats when things don't work out well.

Since this is suppose to be a link post, I'll add this:
http://www.cnn.com/2015/08/20/asia/koreas-tensions/
While North Korea often does things just because, I do think this latest "sabre rattling" is very much related to the stupid deals with Iran and Cuba.
Since Obama seems intent on "giving away the farm"; North Korea might just be pissed that they didn't get anything for free and this is their way of trying to get a piece of the free stuff giveaway.
While I fully support our US system of the military reporting to the elected civilian government; this is one case where I hope that Obama lets the US military call the shots (pun intended) and NOT back down from North Korea's aggression.
God help us, and especially The Republic of Korea, if Obama interferes and makes the US military back down. Such an action of "let's use diplomacy" instead and pull back the US military will be seen as a sign of weakness and the North will attack and overrun the South; by which time it will be too late to prevent an all out war.

A feel good story for the weekend: US Marines on vaction in Europe stop an Islamist terrorist attack with minimal casualties. My understanding is that three were shot and two are in serious condition.
One report suggests that they heard a round being chambered, and recognized what would soon follow.

"The EPA is requiring open-air reservoirs to be covered."
If true - and I have little reason to doubt this - someone, a person or persons not required to actually PERFORM for their paycheck, has forgotten that these reservoirs are resources for a staggering number of birds.
Find your EPA drone today, and chastise it for this, with copies to your Congresscritters.
