More than 300,000 people live there. The vast majority have fled, but roughly 50,000 are still trapped inside. ISIS is holding hundreds of families and using them as human shields.
Human shields can work against Western armies that hold their fire when possible to avoid killing civilians. The Iraqi Army doesn’t care about killing civilians, and the Iranian-backed militias care even less.
I see Pink Pistols reported that their membership went from 1,500 to about 3,500 on Monday.

After two interviews - the scope of which I don't know and suspect you don't - just what more should the FBI do on the next phone call?
The purchase of ammunition is legal. What do you consider "bulk", and what quantity is needed for you to train effectively?
The possession of armor is not a crime, and in fact it's pretty crummy law that says its possession in the commission of a crime is a felony. You can actually earn that felony for doing over 85MPH in your car while wearing it.
Why should YOU not be able to buy armor?
See, there isn't as much difference between most criminals and most citizens, most of the time...
...but here's the kicker:
No person may be prohibited from a first offense.
Think, and you should realize why. Most don't.

Rad, how about listening to the coworkers who reported him for saying he wanted to kill lots of people. It is quite clear if the perp hadn't been muslim he would have been treated differently. So how about no special status for the islamists.
