I Recommend A Hidden Camera
A little hidden video camera should do the job, since the person, from the likes of it, is an unrepentant repeat offender.
Videotape them letting their dog poo and not cleaning up after it, grab a screenshot of their poo-leaving, rude-ass mug, print it up by the dozen, and tack it up all over the neighborhood.
Problem solved! First, you should no longer wake up to a big pile of poo on your lawn. As a bonus, someone in the neighborhood should soon be moving, and you just might snag yourself a nice new apartment. Be sure you ask the landlord to double-shampoo the rugs.

I should hire my parents dogs out to clean out poo. Everytime I let them loose they clean up the neighbors yard. Hmm...delicious poo.

Actually dogs are much cleaner and purer and less harmful than some humans. those who treated dogs inhumanely should also be filmed.

Isnt it a fine able offense to not clean up after your dog in CA?
Film them doing it dozens of times then file a compliant had have on officer come out and fill out 20 somthing tickets at once

I believe officers have to witness crimes taking place to go after people. Footage could be doctored. Also, it's hard enough to get them to come in a timely manner when you hear gunshots in the alley (because they're busy with other gunshots elsewhere, not because they're jerks).

I'm a bit more vindictive. Discreetly follow them home to figure out where they live. Collect the pooh for some time, and return it. Technically, it's their property, and you're just being conscientious.
My TEN year old shows more class than these people. When she walks the dog, she brings the plastic bags. But she refuses to clean up after other people's dogs. I'm okay with that.
Looks like they have a big dog. Gah.

Just a couple days ago a guy who parked assholishly at Trader Joe's who got a wee talking to from me ended up coming up to apologize to me and tell me he was wrong. And he was. He was holding up a whole bunch of cars to wait for a space instead of driving 20 feet to get one of six open ones. I was right behind him, and those other cars were behind me.
I tried to drive around him in my tiny Honda Insight -- so as not to be part of keeping people backed up into Pico Blvd., surely making it hell for the residents of the area -- and he...moved to block my car! Weenie asshole!
I backed up a little, went around him the other way and took a space only my car or a motorcycle could fit in, leaving the rest for bigger cars. And he got his perfect space, right across from the door. And not because he was disabled, either. Quite the contrary -- a strapping guy, nicely dressed in a leather jacket, beautiful button-down, etc.
As I said to him that day: Walk 20 feet! It's Santa Monica, not Antarctica! (The "P" word was also involved -- and note that I have no problem with profanity; in fact, I rather love it, especially when using it on tall, good-looking, 40-something guys who behave like 8-year-old brats instead of men.)
Oh, and about that Trader Joe's, Pico and Centinela: I LOVE, LOVE, LOVE the staff, and tell them so. They're wonderful. One guy once went out and unloaded a truck for me (and came in with boxes on a big pallet, right into the store) so I could have oatmeal. Anyway, the staff are great -- it's the customers there who are huge assholes. If I didn't write best in the morning, I'd try to get there when no customers are in the place.

People like that give dog owners, especially the owners of large dogs (like me) a bad freakin' name. Disgusting. The levels of irresponsibility, laziness and self-absorption just confound me.
This type of behavior is why I wrote a blog two days ago in response to a student who wanted to bring her dog to college with her. Nice idea in theory - but in practice, 90% of those kids would simply make it a more expensive hassle for the university to keep the campus clean, regardless of what policies they enact.

I have never had a bad experience at Trader Joe's. Any given visit will inevitably involve a staffmember with a background in international travel that far exceeds my own, a checkout clerk with awesome dry humor, hot alterna-chicks, hot moms, or just some really interesting food items.
And I typically get out of there with a week's worth of food for less than $40.

At the college I attended it seemed like all the neighobors would come to there to let their dogs run - and many would not clean up after them. No these were not students. The campus was just treated like the local dog park. Security would sometimes ask them to leave but were generally too busy to be bothered with them.

Husband is much better at calling people out on crappy behavior than I am. There is a lady down the street that lets her husky shit in our yard regularly. He's walked outside before and told her to clean it. She was pretty empbarrassed... I guess she thought we didn't notice. We've discussed taking our great dane over and letting him make a deposit in her yard. Maybe that would be a more effective way to get the message across.
And on bad behavior at the grocery store: We were walking into Central Market one evening, and some woman, upon finishing loading her groceries, just let her cart roll away. Husband grabbed it before it hit someone's care, turned and glared at her, and said, "That's really irresponsible." She was so embarrassed she started crying. It was awesome.

I've had this problem, both with anonymous dog owners and our neighbors, who would never walk the dog and instead just let him run out and poop, either in other people's yards or on the grass in between the sidewalk and the street. My boyfriend is a smoker so he's outside a lot more than I am. He saw her do it once and told her to go get a bag and come clean it up. She went and got a bag and picked up some pile, though he thinks she couldn't find the fresh one.
We live in Virginia and there are signs posted that say there is a fine associated with not cleaning up after your dog. He called the nonemergency police number to report her. An officer came by and gave her a warning. This actually made her start to clean it up. Since I wasn't the one who called and it's been a while since, I can't remember what exactly they said about it. If you report it once they will give offical warning, but I am unclear on what happens if it doesn't stop.

We had that problem with neighbor. She used to walk her pit bull in a public area just upwind from our backyard.
My wife saw her (more than a few times) just walk away after the dog had finished his "business."
I was polite and damned near obsequeous in "reminding" her that our HOA has rules about picking up after one's pets. I thought we were going to have trouble when she brought up the fact that she walked her dog on public land.
I acknowledged that it was public land and brought up the fact that bordered our backyard. Add a stiff breeze and a pit bull's droppings and you're not using your backyard anytime soon.
After our talk, she never again walked her dog on land abutting ours. She still didn't pick up after the dog. She started taking him across the street next to the guest parking area and only walking him after dark.

If the dog is unattended, (or even if the dog is on a leash, if you're the brave type), it is quite rewarding to pet the dog for short time, while carefully grabbing the feces with a plastic bag and smearing it all through the dog's fur. It does not harm the dog and is very inconvenient for the owner (assuming of course the dog is not a stray).
