Cartegena Secret Service Hookergate came to light over probably around $47. Geoff Earle and Don Kaplan write for the NY Post:
A hotel employee told The Associated Press that agents arrived at the beachfront hotel a week ago and drank heavily during their stay.Prostitution is legal in much of Colombia inside "tolerance zones" controlled by police. The going rate for hookers in Cartagena is around $47, according to Colombian TV.
The trouble began for the Secret Service after the agents' night of carousing, when a hotel employee noticed a hooker's ID was still at the front desk at 7 a.m., in violation of hotel policy on overnight guests, King said.
The manager went to the agent's room where the woman had spent the night and saw the two inside arguing, King said.
"She said the agent owed her money," King said. "He said he didn't have to pay her."
He eventually forked over the money and the situation was resolved. But the cops were called and they filed a report, which was sent to the US Embassy.The probe widened yesterday to include five members of the US military who were allegedly involved in the same incident, officials said.

My brother runs a sales team for a vacation property company in a glamorous resort area. He has kids working for him who are in their 20s making $400K a year. A couple of months ago, nine of them decided to get a villa on property using their employee benefits, and then hired a few strippers for a party. They were displeased with the girls' performance for whatever reason and refused to pay them. One of the strippers called the cops. Big scene ensued.
Most of them were fired from the kinds of jobs they will not be able to get elsewhere--not because they hired strippers, but because they had terrible judgment and embarrassed the company.
These agents were on a business trip. It's the same thing.
I never party on business trips. My rule is "back to the room after two drinks or 9 pm, whichever comes first."

Why people have that attitude about prostitution I'll never know.
What if instead of prostitution, there was a dispute over the quality of food at a restaurant. Americans expect to get their money back when something they buy sucks. So say it were a restaurant, or say they'd taken a taxi and the guy had driven them all over creation jacking up the fare before arriving at their destination.
Bottom line is, if there wasn't sex involved in this, it wouldn't be a scandal, it wouldn't be news, it wouldn't cost anyone their jobs or clearances.

Somewhat off topic - but still relevant.
When I was in college one of the jobs that I had was housekeeping/maintenance in the dorms. We had this one guy who was related to the powers-that-be in the country that he was from. To call him arrogant would be an understatement. He was just plain rude to everyone; including his fellow countrymen. Cleaning his room was always a chore as he would just throw stuff on the floor expecting us, the staff, to sweep up after him. (we had to as it was our job; to this day I hate pistachio shells).
Well, one day I noticed that he wasn't his usual snotty self and that his arm was in a cast. I asked one of the other staff what happened?
LOL. The jerk had hired a hooker over the weekend and then refused to pay her because she didn't "satisfy" him. She them proceeeded to beat him up, breaking his arm in the process, until he paid.
Lesson - don't mess with hookers - they will get you every time!

And I'd wager the families of these clowns aren't just going to be hurt by the loss of income and all the benefits of government employment; they're not merely going to mourn the pride they took in having husbands working in such a prestigious security detail; they aren't just going to be ashamed by having their partners known for an internationally famous episode of misconduct, or for having taken their eyes off the ball while caring for the president of the United States.
A lot of them are also going to be appalled to learn that their husbands were that eager to bang other women... For money, family income... As soon as they'd crossed an international border.
These wives are not naive, and they are not wrong.

Actually that wasn't a euphemism Radwaste, that was referring to the idea that business travelers don't see sites etc, when they travel. Though I can see how you thought it might be a euphemism now that you put it that way.
And "better than the next guy" Better how Rad? Are they made of stone, that they should not enjoy sex? Are they monks or priests who have taken vows of chastity? If someone refuses to pay for a meal that was delivered raw and undercooked, do you think he'd be fired over the argument? The ONLY reason these men had an issue that got to its present severity is because morons think the use of an individuals' penis or vagina is newsworthy and criminal if there is money involved.
And you are "guessing" these guys had wives, well why not just stick with what the story says, not what you choose to guess at?

Yes, a payment for sex in a country where it is legal and regulated while on his own time. And YES, you do have personal time while overseas on government business, working for the government does not eliminate your personal life.

Stupidity persists when people call it OK. They were not being paid to whore. But if they were on their own fucking time, who cares what they were doing as long as it was not posing a threat to security. And having sex paid for out of their own paycheck on their own time doesn't qualify as a threat any more than going to a late night restaurant, tour, or anything else.
If these guys had used budget money to pay for whores, I'd say string em up. If they'd used taxpayer dollars to go on a drinking binge so that they were hungover and couldn't guard the president, again, I'd say string em up.

Let me tell you how it works:
Person A, B, & C are to be guarded. You arrive for your shift, escort them to point 1, 2, 3, or wherever else they are to go. Same procedure whether it is a detainee, a guest worker, a VIP, doesn't matter, you are part of the security team.
Now for some people that is only a short term detail, for others a full time job. Now what they have in common is that whether you are full time or short term, eventually, your shift ENDS. Perhaps the person leaves your area of responsibility, perhaps its just nightfall. But eventually, you GET OFF WORK. If the person(s) to be guarded still require guards, then a replacement shift will arrive sooner or later, and then you leave. When you DO eventually leave, you go to dinner, breakfast, etc. You might take in a movie, you might just go to sleep, you might go play poker or have a few drinks, maybe sit down in front of a game system if you have it, the point is, that your shift, and therefore your responsibility, ENDS UNTIL THE NEXT SHIFT. And what you do in THAT time, is YOUR GODDAMN BUSINESS, as long as it doesn't generate a threat.
AND NOBODY has demonstrate that there was any kind of threat posed to anyone, NOR has anyone suggested that these men were on duty at any time, or engaged in violating any host country laws. And my personal beliefs aside, if in that country the law said prostitution was illegal, then ladies and gentlemen I would again say hang these men out to dry. But it wasn't now was it? It is a legally protected profession which any visitor is permitted to engage in. It is a personal financial transaction that deserves neither your attention nor anyone else's any more than scrutinizing their dietary habits. They didn't steal any money, they don't embezzle to pay for it, they didn't abandon their posts. You may not approve of their behavior, but I don't approve of a lot of things either, that is a far cry from wanting to punish people who choose to engage in those things when it poses no danger to me or any other.

It turns out most of these guys were married, and that an extramarital affair of any kind is grounds for losing your security clearance. It makes you susceptible to blackmail.
Even in countries where prostitution is legal, it is massively stigmatized. In Germany it's been made legal primarily so that the girls can be protected, because they need it. It is still viewed as a seedy refuge for horndogs who can't or don't want to attract women on a level playing field, and who don't mind dehumanized sex partners. There's nowhere that it's celebrated as a career path for women, or where men look good for whoring.

In some jobs, appearances matter. I work for a company that values its reputation, and am in a position such that it just might be newsworthy if it came out that I tried to bilk a prostitute. I would get fired in a heartbeat, both because many of my company's customers are women, and because the only conclusion the company could draw is that I was too stupid and undisciplined to be trusted.
