Americans With No Abilities Act
Update on an Onion piece from 2006. An excerpt:
"Roughly 50 percent of Americans do not possess the competence and drive necessary to carve out a meaningful role for themselves in society," said California Sen. Barbara Boxer. "We can no longer stand by and allow People of Inability (POI) to be ridiculed and passed over. With this legislation, employers will no longer be able to grant special favors to a small group of workers, simply because they have some idea of what they are doing.
I know -- seems like something Boxer would say and that a lot of legislaturds would vote for.

Oh, somebody's got to make the obvious joke. I thought the Senate was the result of the Americans of Inability Act.

They seem perfectly capable of voting, though. That's how we got the government we have now.

I don't get it. Boxer has no obvious ability beyond breathing and she's a Senator. Anyone can make it in America.

While The Onion writes imaginative fiction, there was a real US senator, Roman Hruska, arguing back in the 1960s for appointing mediocre judges to the Supreme Court:
"Even if he [Supreme Court nominee Carswell] were mediocre, there are a lot of mediocre judges and people and lawyers. They are entitled to a little representation, aren't they, and a little chance?"
