We Cannot Wait To Turn Our Citizens Into Criminals: High Schoolers Arrested For Water Balloons
It's important to criminalize them as soon as possible -- in elementary school, if possible, for, perhaps, playing with imaginary guns or using an allergy inhaler without 12 people with med school under their belt observing.
But if you can't get 'em in elementary school, you can arrest 'em in high school, for serious crimes like, say, throwing water balloons.

Seven teenage students in North Carolina were arrested on Thursday and charged with a misdemeanor for throwing water balloons during a school prank. A parent was also arrested during the incident.The seven boys, all between the ages of 16 and 17, threw balloons filled with tap water as an end-of-year prank at Enloe High School in Raleigh. The balloons were rumored to be filled with "other substances," but Wake County Public School System spokeswoman Renee McCoy said "all indications" were that only water was used.
Six of the teens were charged with disorderly conduct. The seventh was charged with assault and battery for hitting a school security officer with a balloon.

On my last day of junior high school two buddies and I dashed through the girl's locker room right after P.E. For about 20 minutes we were heroes on the campus with everyone.
Imagine the response nowdays.

We spend more money on schools, we tighten, rules, standards seem to be raised across the board.
At some point you'd think Cody and Dakota would be able to graduate high school and step directly into the surgical theater or corporate boardroom or a seat on the Supreme Court... So pristine and and elegant has been their education.

How did this happen? Why didn't some concerned teacher shoot them? Do they have concealed carry laws in NC?

When I was in high school you could carry a lock blade, in sheath and no one batted an eye. There were some pranks around the end of the school year but nothing major.
This is just stupid. Let's just declare everyone a felon and be done with it.

We had a senior pranks like this:
1997: A graffitied toilet was left at the front entrance walk way with a sign that read "Class of 97 is outta this dump!". They then dropped water balloons on exiting students and staffers from the roof at the end of the day during the last week of school. I think this group also tp'd the quad.
1998: Alarms were placed in various lockers through out school and set to go off at the same time. They also silly stringed the entire quad and cafeteria during lunch. One of them also set off a confetti bomb during graduation.
1999 (my class): Members of the mens soccer team streaked across the stage at an awards ceremony one evening near the end of the year.
My favorite prank ever was actually my senior year in 1999 (We were a rowdy bunch)
Senior skip day was a tradition in my home town; school administrators eventually stopped trying to prevent it because it did no good. A lot of us went to the beach that day. We took a lot of pictures. (Mind you: This was in 1999 before camera phones were prominent so all the pictures needed to be developed.) One of us (I'll never tell) managed to blow up one of the group pictures taken at the beach, made a huge banner and hung it over the adminstration office entrance in the lobby, covering the entire wall. It was hung in such a away that no one could get in the office door without cutting a hole through the picture, which was hilariously right at the crotch of one of the female students in the picture. And, because they just couldn't get it down right away, adminstration had to leave it up most of the morning. It was hysterical seeing office staff and students entering and exiting through that make-shift "cooter" entrance. We were all called to the office for questioning but no one confessed; They never did figure out who the culprit was.
Fortunately, at that time, our principal had a great sense of humor, and had come to expect, even look forward to, the senior pranks (though he would never admit it).(Sidebar: I heard he passed away recently. Damn shame. I don't think any of us appreciated how good of an educator he really was until years after we graduated.) Every year, seniors would try to out do do the previous years pranks. They were all generally harmless and being that it was a tiny town with not much else to do, this was a great source of entertainment for all. No one was ever REALLY punished. An Saturday service (detention) or an in-school suspension was the worst anyone ever got from what I recall. I can't imagine what would happen now. It's amazing how times have changed in what seems like such a short time. I feel old writing this because back then (I can't believe I referred to '99 as "back then"), none of us would have even thought a prank like the ones we pulled would have gotten us arrested.
