I don't understand how random men get stuck with child support that aren't the fathers. Here you can't list a man on the birth certificate without them filling out acknowledgement of paternity paperwork and it has to be witnessed and notarized (my husband and I had some of our kids before we got around to getting married so I have firsthand experience with this). If there is no father on the birth certificate DNA testing is done by the courts to establish paternity if child support is filed for. The only way you are stuck is if you are married and it's automatically presumed to be the husband's.

Most state the woman just has to give a name. The state sends out a summons, should the recipient fail to appear they are deemed the father.
The fact that you never got the summons because they sent it to someone else is no defense

There was a case in California that the guy got the summons. He barely remembered her at all. They were working a part time job in a warehouse a few years before. He in his 40's, girl was early 20's.
So he got the summons -- called the department to protest he barely knew her let alone fucked her. The person in the department said just call up every day for twenty days and say you aren't the parent. Then on day 21 another order was sent saying he has been declared and he was on the hook for child support for 18 years. No appeal is possible and now he's screwed.
So your state may have higher standards, but others are just giving a name. Then the guy is screwed.
